Tough one - trust runs both ways, and the cleaner ought to trust you enough to give you an explanation for why the camera went black. You may have to terminate the employment relationship.

Big Question? What would you do with a previously trusted pro home cleaner, who finds it necessary to disable a security camera in an area he is not working in. And when questioned, had no response. After almost 4 hours he turns it back around. Crime committed? Trust evaporated? Oh and how are you, the fire is over expect to see you soon! Stovey
